Zack Snyder says his original Justice League design for Steppenwolf was nixed by Warner Bros. for being too scary.
Along with numerous other changes for his cut of Justice League, director Zack Snyder has re-designed villain Steppenwolf.
The design is actually the character’s original design which Snyder told Vero was originally cut from the film due to it being deemed too scary by Warner Bros:
“There were discussions and a lot of back and forth about the new design and the creation of this new design. I think the initial thought was that he was a little too scary and a little too alien and a little too intense. I personally thought he was awesome and that he represented a real threat, and does represent a real threat, not just to the Justice League, but to the entire planet. I think he looks amazing and that the team has done a great job.”

So it seems Steppenwolf is yet another part of Justice League which will receive Snyder’s original vision for the HBO Max cut. Hopefully, all these tweaks will result in a more successful film than the theatrical cut.
